Agent Samuels works for FBI Counter-Intelligence under Agent Gaad and later Agent Aderholt.
In April 1981, he voluntarily participates in the mission to kidnap (and likely kill) Arkady. However, when he sees that only Vlad is jogging, he throws a newspaper in the trash as a signal to the rest of the team to abort the mission. Agent Stan Beeman goes against the abort signal and orders Vlad's kidnapping. ("Safe House")
In January 1982, he assists Agent Brooks in identifying Bruce Dameran as the walk-in at the Rezidentura. ("Cardinal") In March 1982, Stan listens to Brooks and Samuels discuss a book about betrayal in MI5. ("New Car")
