Father Viktor is a Russian Orthodox priest who works with Father Andrei. Andrei tells Philip that Viktor is having an affair, and frequently drunk.
In December 1987, Father Viktor is interviewed by Agent Wolfe and Agent Aderholt. He denies any influence from Soviet officials back home, but indicates Father Andrei has chosen a different path. Based on this, the FBI surveil Father Andrei, and observe him meeting with a disguised Philip, who narrowly escapes their capture.
