Fred is a KGB informant living in Chesapeake, VA. Working as a government accountant, he had access to financial records from defense contractors.
Fred's first handler was Emmett Connors. After Emmett's death, "Philip" took over.
Philip described him as follows (Operation Chronicle):
Loner, grandiose. Tells himself he was doing it for the cause, but Emmett could have had him working for spacemen from Mars if it made him feel like he was better than everyone else. No friends, no girlfriend. Gutsy, smart, reliable. I kind of like him.
Fred is shot by security personnel while carrying out a mission for the Jennings. He is able to leave his shoes (with a stealth paint sample) for the Jennings before he dies.
