M. Hanley is a security officer at the US Naval Observatory in Washington, DC. In October 1987, he approaches Paige as she sits in her car doing surveillance on the Summit negotiating team. He confiscates one of her fake IDs, as collateral for her to meet him for a date the following weekend.
When Paige tells Elizabeth about their encounter, she gets his name wrong (N. Hadley), which upsets Elizabeth. With Marilyn waiting for her in the car, Elizabeth kills Hanley as he walks from a Chinese restaurant back to the observatory. She retrieves Paige's fake ID from his wallet.
