Randy Chilton is the deputy director of the Smith-Poole Research Laboratory in Oklahoma City, OK.
In March 1984, he interrupts Elizabeth and Philip Jennings, who have broken into his entomology lab at night, investigating a possible plan to infect grain sold to the USSR with bug larvae. Randy insists he does not know what the bugs in his lab are used for, but gives the Jennings the contact information for Agri-Corp, who buys them.
Furious that Randy may be involved in a US government plot to starve the Russian people, a disguised Philip kills him by snapping his neck. Later, when the Jennings learn the US is trying to breed a strain of bug-resistant "super wheat" to prevent famine around the world, the murder of innocent Randy weighs heavily on Philip.
