Roy Oatway is an employee of Lockheed, where he is involved in the Skunk Works project for the US Department of Defense. He went to high school in Topeka, Kansas, followed by college at the Massachusetts Institute of Technology. Before working at Lockheed, he held a job as Chief Budget Officer for Bendix Corporation, overseeing anti-lock brake technology.
In January 1982, Roy is targeted by Elizabeth and Leanne, who initiate sex with him, which is then interrupted by Philip and Emmett, posing as Air Force Security. They convince Roy to "reconstruct every detail of his security protocol," and change the codes on his office safe and briefcase, to a rotating number system they provide.
